The Minor Offences Act (amendment) 2006 and Procedure under the Minor Offences Act - 'Minor Offences Procedure' (Way and Procedure of Compound) was enforced on 26th October, 2006. However, the implementation of the Minor Offences Order under Section 12 was only effective as of 1st April 2009.
The Minor Offences Act was created to deter minor offences such as disposing of rubbish in public places as contained under section 12 (1). The Special Duties Officer Grade 2, Licensing and Enforcement Section, Brunei-Muara District Office, Awangku Kamal Ariffin Pengiran Haji Mohamad Yassin, spoke to RTB news about the Act.
The Brunei Muara District Office and Enforcement and Control Committee have been give authority by the Ministry of Home Affairs, under Chapter 38A that will allow appointed officers to issue compounds for minor offences under Chapter 12 of the Minor Offences Act. That includes throwing away rubbish in public places. Under Chapter 12 of the Minor Offences Act, anybody who is caught littering or dumping indiscriminately in public places, can be charged under Chapter 38A of the Minor Offences Act. District Offices can issue compound fines for offences under Chapter 12, of the Minor Offences Act, of up to 500 Brunei dollars.
