Titah KDYMM sempena Sambutan Isra' Mi'raj tahun 1433H / 2012M

Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah Ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam sempena Majlis Israk dan Mikraj Peringkat Negara Tahun 1433 Hijriah / 2012 Masihi bertempat di Pusat Persidangan Antarabangsa, Berakas pada hari Ahad, 27 Rejab 1433 bersamaan 17 Jun 2012.

Assalamu’alaikum Warahmatullahi Wabarakatuh

Bismillahir Rahmanir Rahim

Alhamdulillahi Rabbil ‘Aalameen, Wassalaatu Wassalaamu,
‘Alaa Asyrafil Mursaleen, Sayyidina Muhammadin,
Wa’alaa Aalihee Wasahbihee Ajma’een, Waba’du.

Beta bersyukur ke hadrat Allah Subhanahu Wata’ala, kerana dapat hadir bagi memperingati serta membesarkan peristiwa Israk dan Mikraj Nabi Sallallahu Alaihi Wasallam.

Peristiwa Israk dan Mikraj, diketahui melalui Al-Qur’an dan Al-Hadits. Ia adalah mukjizat, di antara mukjizat-mukjizat besar Rasullullah Sallallahu Alaihi Wasallam.

Di antara agenda paling penting dalam peristiwa ini ialah, pensyariatan sembahyang lima waktu kepada umat Nabi Muhammad Sallallahu Alaihi Wasallam. Ia diterima secara langsung oleh Nabi Sallallahu Alaihi Wasallam daripada Allah Subhanahu Wata’ala sendiri, iaitu suatu isyarat jelas, bahawa ibadat sembahyang itu adalah ibadat paling utama di sisi Allah.

Ia bukan saja jadi jaminan untuk memperolehi keberuntungan di akhirat, malahan juga sebagai alat bagi menghias kehidupan dengan akhlak yang baik lagi terpuji, lawan kepada keji dan mungkar, sebagaimana terungkap dalam ayat 45 Surah Al-‘Ankabuut, tafsirnya “Baca dan ikutlah (wahai Muhammad) apa yang diwahyukan kepadamu dari Al-Qu’ran dan dirikanlah sembahyang, sesungguhnya sembahyang itu mencegah daripada perbuatan keji dan mungkar."

Ibadat sembahyang tidaklah lapok dalam peranannya. Jika 1,400 tahun lebih yang lampau, ia dikatakan sebagai pencegah perbuatan keji dan mungkar, maka sampai kinipun, sehingga Hari Kiamat, ia akan tetap berfungsi demikian itu juga.

Peranan itu terus kekal, selaras dengan keperluan.

Fenomena di sepanjang zaman menambahkan lagi keperluan itu. Lihat sajalah kepada krisis-krisis moral di mana-mana, seperti saja dunia ini sudah tidak mempunyai ruang lagi untuk kemuliaan dan keluhuran bertapak, selain ianya sedang dicemari oleh kekejian dan kemungkaran belaka.

Maka di dalam keadaan atau kedudukan seperti ini, tidakkah ibadat sembahyang itu lebih-lebih lagi diperlukan untuk mengubati penyakit keji dan mungkar tersebut? Dan umat Islam yang sembahyang adalah penyumbang utama untuk itu.

Bayangkan, umat Islam yang berjumlah 2.1 bilion sekarang, jika mereka itu benar-benar melaksanakan ibadat ini dengan konsisten, tidaklah diragukan lagi, mereka adalah penyumbang kebajikan yang tidak ada taranya kepada dunia, kerana bukankah dengan berlakunya sembahyang orang Islam itu, kekejian dan kemungkaran dengan sendirinya akan turut tercegah dan menipis, berdasarkan isyarat daripada Allah di dalam firman-Nya di atas tadi.

Ertinya, kesan dari sembahyang orang-orang Islam itu, adalah mampu untuk turut mengundangkan kekejian dan kemungkaran daripada merebak dan bermaharajalela di dunia.

Agama Islam tidak syak lagi, adalah kaedah yang terbaik dengan ibadat sembahyang pula adalah sebagai terapinya.

Kehebatan dan kebenaran ibadat ini sebagai pencegah mungkar, telah terungkap dalam sebuah riwayat hadis : Bahawa Rasulullahi Sallallahu Alaihi Wasallam pernah didatangi
oleh seseorang dan orang itu berkata : "Wahai Rasulullah, sifulan sembahyang pada sepanjang malam, tetapi di siang hari dia mencuri."

Rasulullahi Sallallahu Alaihi Wasallam bersabda, maksudnya : “Sembahyangnya akan mencegahnya (dari perbuatan mungkar itu).” - Hadis riwayat Ahmad dan Al-Bazzar.

Dari maksud hadis ini, Nabi Sallallahu Alaihi Wasallam tetap menekankan bahawa hanya sembahyang jua yang mampu untuk menjadi ubat, dalam makna yang tersirat, si pencuri ini mestilah terus sembahyang, sambil membaiki dan menyempurnakan lagi sembahyangnya itu, insya-Allah kemungkaran akan lungsur dari dirinya.

Oleh itu, sayangilah sembahyang dan jangan ia dicuaikan. Mencuaikan sembahyang bermakna menolak rahmat, sedang rahmat itu amatlah mahalnya, sehingga tiada sebarang angka yang dapat menganggarkannya.

Pastikan dalam tiap-tiap rumah tangga kita, semua orang adalah sembahyang : ibu bapa sembahyang, suami isteri sembahyang, anak-anak sembahyang, sampailah kepada pembantu-pembantu kita pun, semuanya sembahyang.

Jangan ada, walau seorang pun dari anggota keluarga yang tidak sembahyang.

Menyebut tentang 'keluarga' ini, kita baru-baru ini telah pun menyambut 'Hari Keluarga'. Tetapi sedikit pelik, semua acara, tidak adapun yang mengimbas, berkaitan dengan ibadat satu-satu keluarga, misalnya bagaimana sesebuah keluarga itu dilihat sedang sembahyang berjemaah di rumah atau di masjid, melainkan semuanya hanya bercorak hiburan dan permainan semata-mata.

Apakah ini memang calak bagi tiap-tiap keluarga di Brunei? Beta rasa bukanlah begitu.

Tetapi kelemahan kita, kita mungkin saja kurang peka dengan perkara-perkara besar, sebaliknya telah terbiasa untuk memilih jalan mudah suka berseronok.

Untuk ini, beta ingin mengingkatkan, supaya kita lebih serius dalam apa jua perkara yang menyangkut dengan kehidupan beragama, bernegara dan berkeluarga.

Appointment of new Solicitor General


BY command of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddien Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the Prime Minister's Office hereby announces that His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam has consented for Yang Mulia Dayang Naimah Binti Md.Ali , Deputy Permanent Secretary (Law and Welfare) at the Prime Minister's Office to be transferred to the Attorney General's Chambers as Solicitor General with a status equivalent to Deputy Permanent Secretary.


The date of the transfer of the said officer will take effect from Tuesday, 6th of Syaaban, 1433 Hijrah corresponding to 26th of June, 2012.

By command of His Majesty Sultan Haji Hassanal bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien,  the Sultan and Yang Di-Pertuan of Brunei Darusslam, the Prime Minister's Office hereby announces that His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to the transfers of several Permanent Secretaries and the appointment of a Permanent Secretary and Deputy Permanent Secretary, as follows:

Yang Mulia Dato Paduka Awang Sa bali bin Abas, Second Clerk to the Legislative Council has been transferred to the Ministry of Religious Affairs as Permanent Secretary, Ministry of Religious Affairs, who will be responsible for administration matters; Yang Mulia Dato Paduka Awang Haji Abd Salam bin Abd Momin, Permanent Secretary, Ministry of Health has been transferrred as Second Clerk to the Legislative Council with a status equivalent to the Permanent Secretary at the Prime Minister's Office; Yang Mulia Haji Awang Saifulbahri bin Haji Awang Mansor, the Permanent Secretary, Ministry of Defence has been transferred to the Ministry of Health as Permanent Secretary, Ministry of Health; Yang Mulia Retired Colonel Pengiran Dato Paduka Haji Azmansham bin Pengiran Haji Mohamad, Deputy Permanent Secretary, Ministry of Defence has been appointed as Permanent Secretary, Ministry of Defence.

His Excellency Awang Haji Adnan bin Haji Mohd Jaafar, High Commissioner of Brunei Darussalam in Canberra, Australia has been appointed as Deputy Permanent Secretary, Ministry of Foreign Affairs and Trade.

The date of transfer and appointment of the said officers will take effect from tomorrow, Wednesday, 24th of Jamadilakhir, 1433 correpsonding 16th May, 2012.

Titah of His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam on his visit to Ministry of Home Affairs, 9th May 2012

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddien Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Dipertuan of Brunei Darussalam, in a titah, has asserted that the Malay Islamic Monarchy, MIB philosophy must not be sidelined in any form of modernisation being undertaken in the country. This includes efforts to modernise the Brunei International Airport, which represents the country's main entry and exit point. In this regard, it must possess a truly Brunei mould, such as a prominent surau. His Majesty delivered the titah while attending a meeting of the National Executive Committee for His Majesty's 66th Birthday celebrations. It took place at the Ministry of Home Affairs in the capital this morning. His Majesty underscored that any major celebration must also have a suitable identity of its own. In this regard, His Majesty expressed displeasure over matters that are unnecessary and wasteful. His Majesty noted that the Brunei International Airport is currently undergoing upgrading and expansion with a better iconic design and structure and the project is being carried out by a foreign consortium.


"I understand the decision to appoint the consortium was made after thorough scrutiny by the relevant committee made up of the Brunei Economic Development Board, BEDB, the Department of Civil Aviation, Ministry of Communications; and the Ministry of Development, with consideration of a competitive tender cost, as well as the experience and capability of the consortium.

It is expected that with the completion of the project at the end of 2014, it will uplift the country into becoming a more competitive logistic hub in this region, as well as capable of contributing more effectively to the tourism, trade, and investment sectors. This is also seen as a benchmark towards the best service and effective operation as well as qualifying to be listed as one of the numerous strategic infrastructure projects in the Asia-Pacific region."


His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, in the titah, expressed hope that the Brunei International Airport project would go smoothly as planned, but without disregarding the Malay Islamic Monarchy, or MIB philosophy elements.

"For example, in this context, the function of the airport itself must be looked at as being the main entry and exit point. With alternative design, it can well be made a building, but what we want actually is a truly Brunei mould that stands out.

Only in such a way would Brunei as a nation can be said to possess its own true identity. If the airport were not to have a surau, or if there would be a surau but it were to be placed at the lower levels or at the corner's edge, as is the case now and even in the current expansion plan, it is likely that people would have difficulty in going there. Where does the landmark or greatness of Brunei then lies?.

In order to perpetuate and encompass the rich Bruneian values, the surau should not be sidelined nor obscured from view, but should be uplifted in a way that it is in plain view and easy to identify, unmistakably as the surau of the Brunei International Airport. When aircraft come to land, passengers can already identify it with its design portraying MIB elements prominently.

If it were just an ordinary room and placed obscurely at corner's edge, who will be able to see it unless one is already inside. For Islam, a surau is viewed to be its symbol, teachings, or mark. Mosques and suraus are indeed among the symbols of islamic teachings. Islam advocates for its teachings to be revealed and portrayed prominently and not concealed. Thus, it is fitting that the airport's surau be prominent. We just have to know how to do it. It is timely to remind that the airport is the main entry and exit point into or from this country, which renders it essential to being given genuine and pure Bruneian designs."


His Majesty opinioned that any major celebration such as the National Day must have a landmark of its own. The National Day landmark, for example, should bear such attributes as an attractive theme, the flying of flags, as well as mass prayers and thanksgiving ceremonies at mosques and suraus nationwide.

"Are these not landmarks? Without them the celebration will surely have no meaning. The same goes for my birthday celebration, which is also marked by various symbols, only the differences here are that my portraits are placed at certain places.
Some of these portraits appear to be put up in discriminately without taking into consideration the suitability of the locations. There are some which are put up at road junctions with the intention that they can be seen by passing motorists as though they are advertisement. Why I say this is because presently there are advertisement put up at the locations  I have mentioned, and when the celebration nears, the advertisement are duly taken down and replaced by huge portraits of myself. I have discovered that the trend has occurred over many years, not just one or two years.

Why are the locations chosen in such a way and why are the  portraits that serve as a symbol of celebration made similar to advertisement?. Are there no other more suitable and strategic locations?. I am of the opinion that a celebration's symbol is not an advertisement, not intended to attract buying customers as an advertisement does, but aimed at injecting the spirit of nationhood. Other weakness comes in the form of having numerous of these portraits placed purposely here and there, and are sponsored by various quarters and companies.

But  all the portraits are the same. Is this not wasteful? Is the committee not aware of this matter and is any scrutiny carried out prior to the portraits being put up or are they just being left to the sponsors to chose and put up? I am not happy with matters that are not necessary and wasteful. However, I do not wish to comment at length over the matter, because the committee concerned is sufficiently comprehensive with its membership comprising those with positions and important roles in ministries and agencies they represent."
