The Legislative Council was formed based on the 1959 written constitution of Brunei Darussalam. Among its functions are to deliberate and approve legislation, impose financial restriction, review government policies and other related matters pertaining to the Legislative Council.
Malay, Islamic, Monarchy (Melayu Islam Beraja) is the three key elements that are emphasised in the structure and interior architecture.

- Decorative motifs are inspired by local flora & fauna such as Air Muleh,Daun Selembar, Bunga Karamunting, Bunga Simpur, Rawa-rawa, etc.
- Royal Regalias "Pedang Kampilan" & "Kelasak" on the roof & front door of the building respectively.
- There are a 5 and 9 columns at the *porte cockhere* (gateway) = to commemorate Promulgation of Brunei Constitution in 1959
- An 8 and 4 columns on the staircase leading to the Legislative Chamber in Level 3 = symbolises Brunei's Independence on 1984 (gaining full authority)
- The columns represents the Pemerintahan (Order), Kekuatan (Strength) dan Kestabilan (Stability) like the classic buildings of ancient Greek and Rome.
- On Level 4, there is a picture of Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien signing the Perjanjian Perlembagaan Bertulis Negeri with Sir Robert Scott, the British Commissioner General for South East Asia on 29 September 1959, in Lapau. While on the right hand side is the Picture of His Majesty signing the Perjanjian Persahabatan Kerjasama Negara Brunei Darussalam - Great Britain with Yang Amat Berhormat Lord Goronwy-Roberts on 7 January 1979
- The dome on the roof of the Dewan Majlis is surrounded by 29 windows and columns signifying the rule of the reigning of 29th monarch.
