Assalamu’alaikum Warahmatullahi Wabarakatuh

Bismillahir Rahmanir Rahim

Alhamdulillahi Rabbil ‘Alameen, Wabihie Nasta’eenu ‘Alaa Umuriddunya Waddeen, Wassalatu Wassalamu ‘Alaa Asyrafil Mursaleen, Sayyidina Muhammadin Wa’alaa Alihie Wasahbihie Ajma’een, Waba’du.

Awal kalam, kita wajib bersyukur ke hadhrat Allah Subhanahu Wata'ala di atas kemurahan-Nya mengurniakan kita pelbagai nikmat dan kelebihan.

Keadaan negara yang aman lagi makmur adalah segala-galanya. Tidak ada yang lebih dihajati daripada ini, kerana ia merupakan pintu kepada semua kebajikan.

Manakala negara, apabila berada dalam keadaan aman dan makmur, semua pembangunan akan berjalan lancar. Ditambah lagi dengan jentera kerajaan yang baik, akan membolehkan harapan semakin tinggi untuk melihat kejayaan.

Namun ini bukanlah datang bergolek begitu saja, tetapi perlu didahului dengan usaha dan kerja keras.

Tanpa usaha dan kerja keras, kita tidak akan kemana-mana.

Siapakah yang lebih wajar untuk mendepani usaha dan kerja keras itu? Jawabnya ialah barisan para pemimpin. Merekalah ikon rakyat untuk dicontohi, dan selaku contoh, mereka juga perlu memiliki personaliti dan syakhsiah yang hebat.

Kehebatan disini turut merangkumi sikap bersih, berkebolehan dan berwawasan, termasuk juga sanggup berbasah dan berkering, sehingga diri sendiri tidak lagi penting, berbanding pengorbanan untuk ugama, raja, bangsa dan negara.

Jika kita mempunyai pemimpin-pemimpin yang seumpama itu, maka kitalah orang yang paling beruntung, kerana rakyat dan penduduk boleh berkongsi kehebatan dengan mereka.

Inilah yang Beta harapkan, dan ini juga tema perombakan keahlian Majlis Mesyuarat Menteri-Menteri Kabinet dan beberapa lantikan baru, seperti berikut:

1. Beta sendiri selaku Sultan dan Yang Di-Pertuan Negara Brunei Darussalam menyandang jawatan sebagai Perdana Menteri, Menteri Pertahanan dan juga Menteri Kewangan.

2. Paduka Anakda Duli Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah, sebagai Menteri Kanan di Jabatan Perdana Menteri.

3. Paduka Adinda Duli Pengiran Perdana Wazir Sahibul Himmah Wal-Waqar Pengiran Muda Mohamed Bolkiah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, sebagai Menteri Hal Ehwal Luar Negeri dan Perdagangan.

4. Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr.) Haji Awang Abu Bakar bin Haji Apong sebagai Menteri Pendidikan.

5. Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Awang Haji Mohd Yusof sebagai Menteri Kesihatan.

Perlantikan ini bermula dari hari ini, hari Sabtu, 15 haribulan Jamadilakhir tahun 1431 bersamaan dengan 29 haribulan Mei tahun 2010 bagi tempoh selama 5 tahun.

Beta dengan ini juga sukacita memaklumkan bahawasanya jawatan Mufti Kerajaan dan Peguam Negara mulai hari ini adalah sebagai jawatan bertaraf Menteri.

Lantikan-lantikan ini adalah amanah, dan amanah itu pula sangatlah berat. Jika kita berjaya menjalankannya, maka kitalah orang yang berbahagia, sebaliknya kalau kita gagal, maka penyesalan jua akan menunggu kita.

Lantikan juga bererti tugas, kewajipan dan kuasa. Ia mesti digunakan sejujurnya dengan penuh taat lagi setia.

Janganlah ada yang ingin mencipta haluan sendiri-sendiri untuk kepentingan yang terhad, tetapi bantulah raja untuk mencapai wawasan negara dengan keadilan.

Kita buktikan bahawa keadilan tidak mati di Brunei, tetapi ia hidup dan malah subur dari apa yang dijaja di mana-mana.

Akhirnya, Beta tidak lupa merakamkan penghargaan dan ucapan terima kasih kepada mereka yang tidak lagi dilantik, di atas khidmat dan jasa mereka yang disumbangkan selama ini, semoga Allah jua yang akan membalas mereka dengan kebajikan dan kebahagiaan.

TAP Board Members 2010 / 2012

The Tabung Amanah Pekerja, TAP or Employees Trust Fund Board announces the appointment of members of the board for a period of two years with effect from 21st February 2010.

The appointment is pursuant to Sections 4(1) and 4(2) of Tabung Amanah Pekerja Act Chapter 167. With the consent of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, the

• Chairman of the TAP Board is the Minister of Energy at the Prime Minister's Office
• Deputy Chairman is the Permanent Secretary at the Prime Minister's Office.

Members are:

• Permanent Secretary (Monetary) at the Ministry of Finance,
• Permanent Secretary, at the Ministry of Finance cum Managing Director of the Brunei Investment Agency,
• Director General of the Civil Service,
• Commissioner of Labour,
• Solicitor General,
• Deputy Managing Director of Brunei Shell Petroleum Company Limited and the Royal Brunei Airlines Sendirian Berhad, (Private Sector's Representatives); and

Prime Minister Dato' Sri Mohd Najid Tun Razak,

Your Excellencies,

Ladies and Gentlemen,

It is a great pleasure to be here and I thank the Foundation for the honour of addressing such a distinguished gathering of leaders in all walks of life. It is also a special pleasure to join fellow members of the OIC again and discuss matters that are of deep importance, not just to our Muslim Ummah but, I believe, to all members of the international community.

It is a tribute to the role being played by our organisation in world affairs today and I congratulate every branch on its positive and constructive contribution to peace, goodwill and cooperation among all nations.

I also most warmly congratulate your government and people, Prime Minister. As we often say in Brunei Darussalam, we do not only have relations with Malaysia. We are relations. And, as such, we thank you once again for your country's welcome and your people's constant friendship and hospitality.

As members of the wider, extended family of Muslims nations, we greatly appreciate your outstanding support for the work of the OIC over so many years.

Prime Minister,

I have followed the work of the Forum with great interest ever since its first session. That was, of course, in 2005 the same year as our groundbreaking Special Summit in Mecca. I still see that Summit as one of the two most significant meetings in the first decade in the twenty first century.

The first was, of course, the United Nations Millennium Summit where the Millennium Development Goals were adopted. This, more than any previous set of principles, gave international purpose to the lives of every ordinary citizen in every country in the world.

The Plan of Action set out at Mecca Summit five years later, allied two billion of our people to the same international objective. And this Forum has given it inspiration and dynamic practical impetus in a most crucial area of modern international relations. As a result, I see the first ten years of this century not in terms of crises whether economic, financial or political.

I see them in the terms set out in the various themes which have been chosen for this annual gathering. New alliances... Partnerships... Security.

And I assess them in this light. How much, I ask, have our ordinary people's lives been improved? As individuals, as families and as communities, are they better prepared to meet modern challenges? How much more confident are they now in facing the future? If we can answer these questions positively, then we are indeed responding well to the theme of the Forum's very first meeting here in Kuala Lumpur in 2005 - Development and Progress.

Prime Minister,

In linking the purpose of the UN Millennium Goals the the objectives of the Mecca Summit and the work of the Secretariat here, I detect a further theme. I feel that it underpins almost every aspect of international life today. I see it as the sub-text of theme of each of our Forums over the past five years. At an even deeper level, I believe that it is one of the most serious concerns of all Muslims in this twenty first century. By this, I refer to what has been given the popular title of Globalisation.

The word is part of everyday life and almost everyone has his own interpretation. Some rejoice in it. Some regret it. Some even condemn it. What I think we all agree on here, however, is that it presents a clear challenge to Muslims. The challenge is implicit in this year's theme "Gearing for Economic Resurgence."

This I believe does not involve seeing how we can adjust or adapt our faith to a new set of realities. My people know only one reality. They see the one world they live in. They know the one faith they believe in. In other words, they are already globalised, just as Muslims have always been for nearly one and a half thousand years. As such, they wish to take part to the full in the one world they live in and they wish to strengthen the one faith they believe in. If we speak of "resurgence" here, then it is this wish I see resurging.

Prime Minister,

Our people have all felt the impact of many so-called economic and financial crises over the last two years. This, to me, is simple proof that we are inextricably bound up in world affairs. It is essential that our people must have the tools and skills to handle them well, as nations, as traders, as business men and women, as ordinary citizens of that world and as Muslims. That is why I thank the Forum for its ideas and the programmes of advice, training and opportunity it is offering and encouraging.

I would, however, make one other point about "resurgence". If it is to take place, we cannot afford to be passive members of the international community. We ourselves, as Muslims, have much to offer and encourage our partners in the world. The world, I maintain, needs us.

There have been many calls for commerce, trade, banking, and finance to be fair, honest, ethical and moral. Many non-Muslims, up to the highest authorities among the great powers at the United Nations, have made such calls. The word often used is "regulated". The words Muslims have always used are far less controversial. We use the terms "just" or simply "fair". As we all know here, these have always been Islam's values, its principles, and its basic approach to business. These, far more than any products, can be Islam's major contribution to international business.

Undertaking the long, hard task of building them into global economic and business affairs is, the highest calling of Islamic Forums such as this. It calls for persuasion, goodwill, technical skill and commerical expertise. It will obviously take much time, effort and conviction.

But, Prime Minister, if we are seeking a way out of short-term cycles of crisis and recovery, this is the surest way of achieving any lasting "resurgence"... not just for the Ummah... but for the whole world of business and economics.

eSaving Switch Off & Set (SOS)

In conjunction with the Energy Day 2010 this May 24, the Energy Division of the Prime Minister's Office of Brunei Darussalam is organising an eSaving SOS (Switch Off & Set) Campaign.

Three simple steps of SOS:

1) (S)witch (O)ff Unnecessary Lights

Only light the room that you are using and before you exit the room, simply switch the lights off. The less time you spend with the lights on, the more energy you save. A normal bulb will use 60 watts of energy an hour, meaning that you could conserve nearly 22,000 watts of energy per year by just switching off one bulb for one hour every day. That’s enough energy to power your television for a month. Also try to consider how many lights you need on, or if you need one on at all. If you know of a light that everyone forgets to turn off, make a sticker or a sign to hang next to the switch that says “Switch off”.

2) (S)witch (O)ff Water Heater When Not in Use

Is it necessary to keep the water heater on throughout the day when no one is using it? Another simple way to save energy and water is to take shorter hot showers. You will use less hot water - and water heaters account for nearly 1/4 of your home's energy use. Imagine the savings you could gain!

3) (S)et Your Air Conditioner Temperature to 24 degrees Celsius or at least 1 degree Celsius Higher than Usual

Whether you’ve got a central air conditioner or window Air-conditioning units, the right settings can help you maximise energy savings. The air conditioner’s thermostat should be set to a comfortable 24 degrees. Or you could gradually increase the temperature by 1 degree. Just a 1 degree higher setting could mean significant energy savings of 10%.

The campaign is not only limited to the above 3 electrical appliances (namely Light, Water Heater & Air Conditioner), it is wise to switch off unnecessary electrical appliances (e.g. set your computer to stand by or hibernate when not in use). This will not only lower your electric bill, but also lesser emission of greenhouse gases (CO2).

Join this Energy saving campaign (SOS) and pledge online at http://www.esavingday.com/pledging.html . Personally, I think this should be a daily practice, not only on 24th May because we have only ONE mother earth. We must minimise the harm to her for the sake of our future generations.

Say No to Corruption

Extracted from the Borneo Bulletin today, 29th April 2010, page 3:

Government servants, who accept bribes and are found guilty of corruption, will not only face a fine and imprisonment but will also lose their jobs.

If any government servants are charged, they will be suspended (from their jobs) during the proceedings and they will only receive half of their salary. And if found guilty, normally government servants will be slapped with a more severe punishment of both a fine and imprisonment.

Once the government servants are sent to prison even for a day, they will lose gratuities and their jobs. Don’t make the wrong move of accepting bribes.

Any government servant or staff who receives or tries to get a bribe for himself/herself or another party in a dishonest manner with an official relationship, can face a fine up to $30,000 and seven years of imprisonment.

Antara peraturan dan arahan termasuk:

Peraturan-Peraturan Pegawai-Pegawai Kerajaan (Kelakuan dan Tatatertib), Akta Suruhanjaya Perkhidmatan Awam (Penggal 83); Peraturan-Peraturan Kewangan 1983; Surat Keliling Jabatan Perdana Menteri; Surat Keliling Kementerian Kewangan; dan, Surat Pemberitahuan Jabatan Perkhidmatan Awam.

Setiap warga perkhidmatan awam:

• Dikehendaki bekerja setiap hari, kecuali pada hari-hari kelepasan am dan awam serta semasa bercuti;
• Bertanggungjawab mematuhi peraturan waktu bekerja iaitu minimum 7 ½ jam sehari;

Waktu Bekerja
7.45 pagi – 12.15 tengah hari
1.30 petang – 4.30 petang
(Setiap Isnin hingga Khamis dan Sabtu, kecuali dengan khas ditentukan)

Warga perkhidmatan awam juga:

• Dikehendaki berada di pejabat / tempat bekerja setiap masa;
• Dikehendaki mendapat kebenaran ketua jabatan atau pegawai atasan, jika meninggalkan pejabat / tempat bekerja;
• Dimestikan mencatat waktu keluar dan masuk pejabat / tempat bekerja;

Warga perkhidmatan awam akan diambil tindakan tatatertib, jika:

• Tidak mematuhi peraturan waktu bekerja;
• Meninggalkan pejabat / waktu bekerja semasa waktu bekerja tanpa kebenaran ketua jabatan atau pegawai atasan; dan
• Tidak hadir bekerja tanpa kebenaran bertulis daripada ketua jabatan.

Setiap warga perkhidmatan awam:

• Dimestikan berada dalam negeri setiap masa.
• Dimestikan menghadapkan permohonan secara bertulis kepada ketua jabatan masing-masing, jika berhajat untuk keluar negeri.
• Dimestikan mendapat kebenaran permohonan sebelum keluar negeri.
• Tidak dibenarkan keluar negeri semasa:

Sambutan Maulud Nabi Muhammad S.A.W.
Sambutan Hari Keputeraan KDYMM
Sambutan Hari kebangsaan
Majlis-Majlis Adat Istiadat Beraja
(Surat Keliling Jabatan Perdana Menteri Bilangan 11/1999)

Warga perkhidmatan awam yang keluar negeri tanpa kebenaran bertulis daripada ketua jabatan adalah menyalahi peraturan dan boleh diambil tindakan tatatertib.

PENYALAHGUNAAN DADAH

Setiap warga perkhidmatan awam ditegah keras melibatkan diri dalam penyalahgunaan dadah setiap masa termasuk pengedaran, penjualan, pemprosesan atau sebarang aktiviti yang menghasilkan dadah.

Pusat Pemulihan Al-Islah dan Biro Kawalan Narkotik adalah agensi Kerajaan yang boleh dihubungi bagi mendapatkan khidmat nasihat.

Warga perkhidmatan awam yang dilaporkan terlibat akan diambil tindakan tatatertib.

KEWANGAN
(Peraturan-Peraturan Kewangan 1983)

Setiap warga perkhidmatan awam yang bertugas secara langsung atau tidak dengan perkhidmatan awam dan pengurusan kewangan adalah dikehendaki:

• Mengetahui dan memahami peraturan dan prosedur kewangan yang ditetapkan dari semasa ke semasa;

• Melaksanakan tugas dan kewajipan dengan penuh jujur, amanah, cekap, titih dan lutanan.

Warga perkhidmatan awam yang melanggar peraturan dan prosedur yang ditetapkan akan diambil tindakan tatatertib.

KERAHSIAAN MAKLUMAT KERAJAAN
(Surat Keliling Jabatan Perdana Menteri Bilangan 2/2000 – Akta Rahsia Rasmi Bab 5 Penggal 153)

Setiap warga perkhidmatan awam yang bertugas secara langsung atau tidak dengan perkhidmatan dan pengurusan pejabat adalah dikehendaki:

• Mengetahui, memahami dan mematuhi setiap masa Akta Rahsia Rahmi seperti yang ditandatangani semasa memulakan perkhidmatan dengan Kerajaan;

• Menjaga kerahsiaan dokumen Kerajaan setiap masa termasuk setelah meninggalkan perkhidmatan Kerajaan.

JENAYAH DAN KESALAHAN SYARIAH

Setiap warga perkhidmatan awam perlu mengamalkan rukun akhlak dan etika kerja yang mulia, serta menjadi role model kepada warga perkhidmatan awam yang lain.

Warga perkhidmatan awam perlu menghindar diri daripada terlibat dengan kes-kes seperti:

• Judi;

• Curi;

• Khalwat;

• Zina;

• Persetubuhan haram;

• Makan di khalayak ramai pada siang hari dalam bulan Ramadan.

Warga perkhidmatan awam yang terlibat dalam kes-kes jenayah dan / atau kesalahan syariah, jika sabit kesalahan, akan dihukum di mahkamah dan sekali gus diambil tindakan tatatertib.

Tindakan tatatertib yang dikenakan kepada warga perkhidmatan awam menurut kesalahan:

• Diberi teguran (amaran lisan)

• Diberi amaran bertulis

• Digantung kerja

• Ditahan kerja

• Ditahan kenaikan gaji

• Diturunkan pangkat

• Dipersarakan

• Ditamatkan perkhidmatan

• Dibuang kerja

Functions of the Legislative Council

According to the Brunei Resources.com, there are 5 Councils formed under the Constitution 1959 of Brunei Darussalam:

1. Council of Ministers (Majlis Mesyuarat Menteri Cabinet) - advises His Majesty in the exercise and performance of his duties.
2. Legislative Council (Majlis Mesyuarat Negera) - advises His Majesty on the enactment of legislations.
3. Privy Council (Majlis Mesyuarat Diraja) - advises His majesty in relation to the exercise of the prerogative of mercy
4. Council of Succession (Majlis Mesyuarat Menangkat Raja) - advises His Majesty on matters related to the succession of the throne.
5. Council of Islamic Religion (Majlis Mesyuarat Agama Islam) - advises His Majesty on matters of Islamic Religion.

I guess a lot of us are unaware or curious with what are the functions of the Legislative Council. RTB news highlighted this last Thursday during the opening of the 1st meeting of 6th session of the Legislative Council:

Among the functions of the Legislative Council are to deliberate and approve legislation, impose financial restrictions, review government policies and other related matters pertaining to the Legislative Council.

The Brunei Legislative Council was established by the late Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, father of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. He ascended the throne as Brunei's 28th ruler at the age of 35. On May 12th, 1953, Almarhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien first expressed his desire to have a constitution for Brunei Darussalam and establish a constitutional government for his rakyat. The Brunei Written Constitution was formally endorsed and signed on September 29, 1959. Signing for Brunei was the architect of Modern Brunei himself, Almarhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, while Great Britain was represented by the British Commissioner General for Southeast Asia, Sir Robert Scott.

The constitution was amended in 1971 and 1984 to include provisions that enabled Brunei to function as an independent sovereign nation state. The motto of the legislative council is to uphold justice in decision-making for the happiness and prosperity of the people and rakyat of Brunei Darussalam. The legislature held its last sitting on December 27, 1983.

On the 15th of July, 2004, His Majesty Sultan Haji Hassanal Bolkiah Muizzaddien Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam, consented to reinstate the Legislative Council of Brunei Darussalam after a 21 year suspension. The reinstatement of the Legislative Council reflects the wisdom of His Majesty in ensuring that the country's future is well-planned towards the future.

The 25th of September 2004, marked another momentous day for the country with the convening of the first meeting of the first session of the Legislative Council after 21 years. This marks yet another moment in history in what has been regarded as a 'ground breaking' step or beginning in the formation of the Legislative Council with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam himself becoming an ex-officio member.

Also becoming ex-officio members are His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Officer at the Prime Minister's Office,
and His Royal Highness Prince Mohamed Bolkiah, the Minister pf Foreign Affairs and Trade.

Other ex-officio members are;

• the Minister of Education, Yang Berhormat Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman;

To strengthen the role of the legislative council as part of the nation building machinery, His Majesty has consented to the construction of a magnificent new building for the council in Jalan Kebangsaan. The new Legislative Council Building was constructed on a 10.7 hectare site at a cost of about 62-million dollars under the 8th National Development Plan.

Alhamdulillahi Rabbil'alameen, Wabihee Nasta'eenu 'Alaa Umuriddunyaa Waddeen, Wassalaatu Wassalaamu 'Alaa Asyrafil Mursaleen, Sayyidina Muhammadin, Wa'alaa Aalihee Wasahbihee Ajma'een, Waba'du.

Alhamdulillah, beta bersyukur ke hadrat Allah Subhanahu Wataala kerana mengizinkan kita dapat berkumpul di Majlis Pembukaan Persidangan Musim Permesyuaratan Keenam Majlis Mesyuarat Negara pada hari ini.

Yang Dipertua Majlis Mesyuarat Negara dan Ahli-ahli Yang Berhormat. Persidangan ini seperti lazimnya akan dijadikan saluran bagi menyampai dan membahaskan pandangan-pandangan ahli yang dilihat sebagai cara untuk menjana perkembangan dan kemajuan.

Dari sinilah suara-suara akan didengar dan sampai kepada pihak-pihak dalam kerajaan. Semuanya itu akan dinilai dan diteliti jika didapati bersesuaian ia akan menjadi asas kepada perancangan-perancangan negara.

Pihak-pihak dalam kerajaan pula sentiasa berkewajipan untuk mendekati rakyat dan penduduk dengan maklumat-maklumat yang berguna supaya mereka dapat sama-sama merasakan betapa mustahaknya negara merancang dan membangun untuk kemajuan.

Setiap perkara yang dibincang hendaklah benar-benar mengambil kira kemasylahatan rakyat dan negara, bukannya perkara-perkara yang tidak penting. Ia mesti dilihat dengan serius bukan dengan sikap sambil lewa.

Sebarang kenyataan atau pendangan perlulah disokong dan kajian dengan fakta supaya perbincangan mampu terarah dengan baik tidak kucar-kacir atau tersasar daripada tujuan.

Sebagai misal kita kadang-kadang mendapati ada projek-projek yang tidak dapat disiapkan dalam tempoh tertentu yang ditetapkan, apa alasannya maka berlaku yang demikian itu. Inilah yang perlu kita kaji dan dalami sebab-sebabnya sama ada dari pihak kerajaan sendiri mahupun pihak pengusaha.

Mengapakah kegagalan itu boleh berlaku dan apa puncanya, mustahak dibutirkan selengkapnya faktor-faktor kegagalan tersebut, kerana ini sangat besar kegunaannya, di antaranya kita dapat belajar dari kesilapan dan juga dengan mengetahui kesilapan dan punca-puncanya kegagalannya. Kita pada masa-masa akan datang tidak lagi akan mengulanginya.

Kita perlu mengorak langkah lebih pantas untuk mengatasi jika ada sebarang kelambatan atau kegagalan kita mencapai sasaran. Kerana kelambatan atau kegagalan itu sangat buruk akibatnya kepada negara.

Sekarang negara sedang rancak dengan pembangunan ekonominya, setelah menyaksikan kesan-kesan krisis ekonomi dunia yang parah. Alhamdulillah berkat dasar kita yang mantap dan sikap sihat dalam berbelanja tanpa bergantung dengan hutang maka sosioekonomi kita terus kukuh dan stabil. Ditambah lagi dengan adanya peningkatan tahap keyakinan di pasaran kewangan dunia dan peningkatan dalam bentuk permintaan bagi produk minyak mentah. Ini sedikit sebanyak dapat memastikan bahawa hasil pendapatan negara, insya-Allah akan terus mampu untuk menampung perbelanjaan-perbelanjaan kerajaan.

Sebagi contoh bagi Tahun Kewangan 2009/2010 ini sahaja, kerajaan beta telah meluluskan peruntukan tambahan sebanyak $626.8 juta dengan hasrat supaya operasi perkhidmatan kerajaan dan perlaksanaannya projek-projek pembangunan tidak terjejas di samping untuk merangsang aktiviti-aktiviti perekonomian yang berdaya saing. Ini semua tentu sahaja memerlukan mekanisma yang ligat, cekap dan tidak ketinggalan zaman, kerana pengurusan ekonomi itu bukanlah berundur ke belakang walau setapak.

`Ditambah lagi ekonomi kita juga sedang bergerak kepada kepelbagaian ekonomi serta tidak lagi terlalu bergantung kepada hasil minyak dan gas yang kita lihat sebagai antara objektif asas wawasan negara.

Namun dalam perkara pembangunan ini kita perlu memahami bahawa pembangunan yang lengkap itu bukan semata-mata difokus kepada infrastruktur fizikal tetapi juga mesti memberikan penekanannya kepada bidang rohani. Sudah tidak rahsia lagi semua negara di dunia ini rata-rata membangun tetapi pembangunan itu kelihatannya melebihkan fizikal. Betul mereka itu mungkin maju tetapi dalam maju itu ada yang tidak senang duduk, tidak merasa nikmat tidur kerana negara asyik bergelut dengan huru-hara dan peperangan dengan pergaduhan-pergaduhan sesama sendiri dengan jenayah, dengan dadah, dengan rasuah dan lain-lain.

Ini semua boleh membuat kemajuan yang dicapai tidak bermakna. Kerana itu beta tidak bosan-bosan menyebut mengenai pendidikan. Pendidikan adalah pelaburan sepanjang hayat yang tidak boleh diabai-abaikan. Dasarnya mesti sihat dan sistemnya mesti betul. Dasar dan sistem yang baik ialah dasar dan sistem yang mampu untuk membangunkan rohani bukan yang melemahkannya. Sebab itu beta berkali-kali memberi isyarat bahawa pendidikan ugama daripada bawah lagi sewajarnya wajib bukan 50 tahun sebagai pilihan.

Akhirnya beta menyeru kepada Ahli-ahli Majlis Mesyuarat supaya akan dapat lebih peka dengan segala permasalahan yang dialami oleh rakyat dan penduduk negara ini termasuklah yang tinggal di kawasan-kawasan pendalaman dan membawa permasalahan tersebut untuk dibincangkan di dalam dewan yang mulia ini.

His Majesty Sultan Haji Hassanal Bolkiah Muizaddin Wadaullah, the Sultan and Yang Di-pertuan of Brunei Darussalam reiterated the need for the country to move swiftly in overcoming any delay or failures towards achieving targets. In his inaugural Titah at the opening of the first meeting of the sixth session of the Legislative Council this morning, His Majesty also underscored the importance of achieving a balance between physical and spiritual developments. The meeting is taking place at the Dewan Majlis at Jalan Kebangsaan. The Monarch pointed that the Legislative Council is a channel for bringing forth views so they can be discussed and brought forward to the Government as a means of generating progress and development. His Majesty also reminded that, for their part, government authorities have the responsibility of always keeping in touch with the people bringing useful information so that they too feel the importance of together planning and developing for progress.

Every subject discussed must take into account the problems of the people and country and not merely trivial matters. These subjects must be viewed seriously and not lightly. Every statement or opinion must be supported by studies and facts so that discussions can go in an orderly manner and not haphazardly or deviate from their objectives. For example, sometimes we find projects that cannot be completed according to the stipulated schedule. The reasons for these situations occurring should be looked into in detail, whether the cause of the failure comes from the government or from the entrepreneurs. These causes need to be detailed out comprehensively, as they are very useful in that we can learn from these mistakes and that the same mistakes are not repeated in the future. We need to move faster in overcoming any delay or failure in our move to achieve targets. Delays and failures bring adverse consequences to the country.

By the grace of Allah the Al-Mighty, due to our firm policies and healthy spending styles without relying on debts, our socio-economy continues to be strong and stable. This is supported by the improvement in the level of financial confidence in global markets and an increase in the demands for crude oil products. To some extent, this has ensured that the national revenue would continue to be able to bear government expenditures. For example, for the 2009/2010 fiscal year alone, my government had approved an additional budget of $626.8 million with the aspiration that government services operations and the implementation of development projects are not affected, aside from stimulating competitive economic activities. This certainly requires a dynamic, efficient and up-to-date mechanism as management of economy should not move backwards, not even by one step. Furthermore, our economy is moving towards diversification and does no longer depend solely on oil and gas, which we see as among the fundamental objectives of the Brunei vision.

It is no longer a secret that countries around the world are developing, but such developments are more focused on physical development aspects. True, they may be advancing, but with these advancements the population do not live in comfort or sleep well, because these countries are struggling with chaos and wars with fighting amongst themselves and against crimes, drugs, corruption and others. All these can render meaningless the progress which has been achieved. That is why I tirelessly speak on education. Education is a life-long investment which cannot be neglected. Its policies must be healthy and its system right. Good policies and system can bring about spiritual development and not weaken it. That is why I, over and over again, point out that it must start from the bottom. Finally, I call on members of the council to be more sensitive with all the problems of the country's rakyat and people, including those living in the interior areas, and to bring such problems to be discussed in this noble assembly.

H1N1 Vaccination passes QA inspection!

Glad to hear from the RTB News that the Ministry of Health has confidently announced the safety of H1N1 vaccines.

It will resume this Monday, 8th March at all vaccination centres.

Kementerian Kesihatan sukacita ingin memaklumkan kepada orang ramai bahawa program suntikan vaksin Influenza A H1N1 adalah kini dibukakan semula kepada orang ramai pada 6 Mac 2010

Penilaian keatas semua kumpulan vaksin Influenza A H1N1 yang dibekalkan ke Negara Brunei Darussalam telah pun dijalankan. Dengan ini adalah dimaklumkan bahawa semua vaksin Influenza A H1N1 yang dibekalkan adalah memenuhi piawaian kualiti bagi keselamatan. Syarikat pembuat vaksin berkenaan juga telah memberikan jaminan kualiti vaksin Influenza A H1N1 yang dibekalnya ke Negara Brunei Darussalam.

Vaksin Influenza A H1N1 yang digunakan di Negara Brunei Darussalam masih terus digunakan di 19 negara-negara lain. Agensi regulatori ubat-ubatan di luar negeri juga mengesahkan mengenai keselamatan vaksin Influenza A H1N1 yang mana sehingga kini, sebanyak tujuh puluh lima (75) juta dos vaksin Influenza A H1N1 yang sama telah digunakan di seluroh dunia dengan selamat. Di Negara Brunei Darussalam sendiri sejak program suntikan dimulakan, sebanyak 40,000 dos vaksin Influenza A H1N1 telahpun diberikan kepada rakyat dan penduduk negara ini dengan selamat.

Oleh itu, orang ramai adalah dialu-alukan untuk mendapatkan suntikan vaksin Influenza A H1N1 di pusat-pusat suntikan yang telah ditetapkan pada waktu-waktu pejabat, iaitu:
